Recruiter Licensing - Ontario
Recruiters, did you know?
Ontario is now requiring employment agencies and recruiters to obtain a license to be able to continue recruiting for Ontario employers and/or jobs. This license needs to be renewed every year. This law is in effect by July 1st 2024.
Who does it apply to?
This applies to freelancers and recruiters with THA's (temporary help agencies) in Ontario, as well as any recruiter/ agency outside of Ontario, working on Ontario jobs.

Record keeping
RNR will be taking care of the record keeping requirements in terms of maintaining documentation of each employer or prospective employer that have engaged or used the services of RNR on a recruiter's behalf.
What does this mean for you as an RNR recruiter?
- Recruiters have until June 30th to get license applications in in order to continue recruiting after July 1st.
- Employers in Ontario will be doing due diligence in ensuring only licensed recruiters are working on their roles
- RNR will be implementing additional support + features to ensure all our recruiters who wish to work on Ontario jobs are fully licensed to start sourcing for these roles.
- You can face financial penalties ranging from $15-25k for non-compliance
How RNR can help you get a License
Recruiter Licensing Application Process
As RNR works extensively with CPA firms and companies in Ontario, we have to ensure that our recruiters who wish to work on Ontario jobs have a license to avoid financial penalties. To remain compliant with Ontario employers, you will also not be able to earn RNR recruitment fees without an appropriate license.
What we need to help you apply for a license:
- Physical address of recruiter/ agency
- Tax compliance verification number (CRA)
- Security of $25k (a irrevocable letter of credit) only deducted when there is any amount owing under the Employment Standards Act. (I.e. when a a non PR/ citizen is hired, etc.) [$25,000 security not required if you are getting your license through RNR]
